I think the optics package can be moved around between boxes, so although they do nothing at the moment that doesn't mean they won't at some time in the future. There's a deterrent effect if people don't know which boxes are active, and there's a revenue benefit if people get cocky about their state of knowledge🙂

They have those all around my city, and as tester says they move 'em around to keep you guessing.

Why don't all speed cameras actually take photos? There's a couple near me which do nothing. Motorists locally know they do nothing.
