My emphasis. I merely speculated about a flat above the shop, but it's obviously likely that that's what the floor above is used for. Equally obviously, it's possible the 'above' is incorrect and that it did start in the shop, but the article doesn't say that.

Pretty strong fire in the beer garden of the Lord Raglan pub in Woolwich, the pub is closed so no idea what the cause was.

Somerset House is on fire.
Witnesses reported seeing thick plumes of smoke visible from as far as the south bank of the Thames.

This is a refurbished former office block and seems to have been a mixed-use building:
One of the more pressing initial issues that Block Management UK is addressing is the confusion over remaining funds. In addition, a long list of general maintenance works not being carried out have led to leaks and electrical issues. The property has missed out on regular caretaking and cleaning and there is an issue with dumped items.
The building also has a rainwater harvest system and solar array on the roof that will be receiving some needed attention.
It was originally built in 1974 for the DuPont company. The refurbishment may have included dubious cladding, but that's not mentioned in the article.

Here's an ad for a one-bed flat for £160k that seems to have been on offer for more before it was reduced. I don't know how this web-site works, but it doesn't seem to have been sold despite the ad being up for more than a year. It's unlikely to be in saleable condition now.

This is a refurbished former office block and seems to have been a mixed-use building:
The top two floors appear to have been added around 2014 which have the non-compliant cladding. The lower floors are part of the original concrete facade and have look like they have been rendered. The balconies also look like they could have part timber structures which could have spread the fire between floors.

Where did you see mention of the flat above the shop?
As I said, there were lots of deliveroo bikes in there so battery fire isn't that surprising.
