Funny thing it’s kind of working for me out here on the prairies. This is not a particularly progressive city (pop. about 750000) and intown speed limits vary from 30 to 80 kph, yet people seem to generally respect, if not always see, me. My little Vespa is capable of about 65 so 60kph roads are my limit, which is really no limit at all if you’re not interested in exurbs, which I am definitely not.

Do not want to argue with you. But you aren't in the arsehole motorcar world of the UK.
From driving in London, wandering along at 20 seems to cause lots of other car drivers to be really pissed off. All as I can't be fucked to race to a red light.
My experience of Italy is out of date, but I liked riding 2 stroke 50cc bikes such as ciaos and si. Like a cycle but with a bit more fun. As many people rode mopeds you were more visible so people gave you space and looked for you. But 50cc were transport when you are 14 so much more part of normal life.
Like the idea of a 50cc but the limited in the UK gives me the fear. Less than cycling does, mainly arseholes in cars and scooters.
Sad moment in life. In Italy/France/Spain I would not give them a second thought.
