In the article I read, it stated this was used as an example of what the scale of cuts would be needed to avoid reversal of the mini budget. It gives some insight into the level of chaos there must have been.

It may be unreasonable to call them sub human but I disagree with your reasoning. The etemology of the phrase sub human in English predates the Nazis by over 200 years. I would also venture that the direct translation of the Nazi term is under human.
I do think you would have a case for the Nazi reflection if someone chose to use the expression in English "under human" or "under man" (which I believe has pre Nazi KKK origins) then I would totally agree with you.

Yes that is correct but my points (poorly made) are that the English expression sub human is very old and that the expression underman /underhuman with its Klan origins may well be the origin of the Nazi expression as they are closer in terms of time and their derogatory meaning.
