Shame Tao's going so badly. I wonder if he will target a stage, but I wouldn't blame him for just writing this year off.

I don't know if he's going badly, just his preparations for this race were severely disrupted by his crash at the Vuelta a Burgos. From what he said before the race, it was touch and go whether he'd even be able to start, as he has a broken rib amongst other injuries.
