Also how did Tashkent City Women get an invite. Is that the best of the rest? is there some sort of pay to play or a UCI program to get teams from different areas into the race?

they were the Continental team with the highest number of UCI points in 2023. They secured most of these points in lower-ranked races outside of Europe
