Some more context would help, individual orthography can be idiosyncratic.
Are you sure it's not Dutch? The Dutch digraph is U+0132 (upper) U+0133 (lower)
Uijkaij seems to be a Latynka rendering of a word in the Dakota language having the meaning "and" -
To me that says Ujkaj, which is an Albanian surname.
Does that fit the context?
