Stupid decision by National highways to stop closing Lane 1 of the Smart motorways when vehicles need to rejoin the motorway.

The stupid thing is, it can't be anymore work to post a red X as opposed to an arrow. The implications for traffic flow should be no different, except for the one inattentive dick that's going to kill you!
Sceptical me is thinking this started when the Crowdstrike outage wouldn't let them set the X. Is it still fucked and a policy change is hiding the fact that smart motorways are absolutely Dumb
