Cuts and cuts and cuts and cuts by the increasingly far right moving government she (almost certainly) voted for and lack of staff caused by the brexit she (almost certainly) voted for.

    ... and the classic pattern under oppression that people don't dare attack what really causes the problem but instead attack targets they think they can attack 'safely', in this case groups of vulnerable people.
