I think what I'd like to understand is a clear articulating of; 1) the current issues with not having ID cards, and 2) in what ways ID cards solve those issues.
Illegal immigration for example. If an ID card combines your NI card and Visa info, then if a search is done on workers in a business I assume police can immediately verify if workers are working illegally and take action against the employer / deport people with lapsed visas.
It can't however, create a joined up immigration system which properly records entry and identify people who've evaded boarder control.
