Such a ridiculously small difference

It's a huge difference compared with 27.2 (most 531 frames) vs. 27.0 (most 753 frames)

30.9 seems to have started with Specialized, and since they're 'merkins it was probably 1⁷/₃₂" in their heads and became 30.9 when they had to give the Taiwan factory something to work with. It's continued existence must be due to the market weight of Specialized. 31.6 is now a pretty universal 'oversize' post on and off road, but I have no idea why people settled on that rather than 31.8

This is going to be one of those things that relates back to old pipe standards and the ID of a particular OD aluminium tube that was in use at the time.

Fuck knows when people are mixing units. The tube ODs are usually imperial, so it's a 34.9mm OD (1⅜"), but it doesn't explain the odd choice of bore.
