I'd argue it's more Ineos doesn't have the talent, rather than a training issue.
They certainly don't have a talent to rival Pogacar, Vingegaard and Evenepoel at the moment. That can be applied to most teams though. I think it's interesting that they seem to have switched to a talent development model, with 12 riders under the age of 25 on their roster, given how poor they've been at developing riders previously.
No idea how effective Bigham is/was at Ineos - however Ganna is certainly of the old guard like Cancellera and Martin, when TT'ing seems to have moved on to the lighter top GC riders in recent times.
