I have just used 'cycle2work' at a branch of Balfes.
No issue with using the voucher and adding cash on top.
Whether Balfes are any good is a matter for another thread.
Apparently Cycle2work (aka Halfords) scheme is one of the few that doesn't have a month 13 or month 36 [mini] baloon payment of 7% of the initial voucher*. The lady at my office who does the payroll/benefits did a full review of all the main schemes and has been assured that one only pays for 12 months..

The trade off, as noted above, is that this scheme isn't universally accepted and some bike shops will charge a premium for purchases through this scheme.
