The counter weights?
The counter weight acts as a stabiliser is my limited understanding
They're called stabilisers and are designed to minimise the impact of the release forces on the bow and hence arrow's flight as the arrow leaves the bow. The long one is also really handy to rest the bow on the ground in between shots.
