Not to piss on the parade of the beautiful wheelset, but I was looking into this not so long ago with the idea to make a ghetto cargo bike with 470mm a-c fork with 20" front wheel.
You have a 20" 406 or 20" 451 wheel?
If the 406 and you could squeeze the 451 in, it'll give you 22mm more a-c and give a geo for a +-422mm fork. 20" 451 is omnium standard, maybe somebody on here can let you try? -

could you get some taller headset cups machined? (not a engineer btw), failing that, aero risers?

it’s a 406, but i wouldn’t want to force this frame to work as i could as well get another frame that actually rides well with it. cargoing it is just a fun summer project while i find a suitable front hub or rim to build it into a gravel bike.
appreciate the advise though, had no idea omnium uses larger diameter.

i read into this a bit and it said somewhere that the further away the headtube gets from the fork crown the less solid the construction gets. higher leverages at the joint might risk damaging the frame, which i obviously don’t want. someone more mechanically inclined probably knows more about this…
risers are definitely coming, the mid rise soma dreams i’ll try at first might not be enough. i’ll ask you about bmx bars then 🥹

I have machined taller crown races to get the desired height in the past. It adds weight but looks great.
Maybe that's a cheap option from your local machinist? @launchpadboi
