The whole thing is bodged, but can someone explain the geometry of why rear brake will only reach rim when mounted in front of stays? I think their's tangents and such involved.

The mounting bolt doesn't look like it is at right angles to the seat stay. It is sloping forwards hence the distance between brake bridge and braking surface is less when the calliper is mounted forward of the seat stay.

I would say that both answers are true, but the one about the bolt not being perpendicular to the (radial wrt wheel) seat stays is the one that answers the question asked.

Although the frame lacks cable stops and shifter bosses, it looks like a 700c frame to me - imagine 4mm less space under the fork crown and brake bridge! Pretty tight as it is.
My guess is the brake bridge is faulty; shifted while brazing or something.
The fork seems made for a recessed nut brake, given the head of the nut is flush - doesn't seem like it's been drilled out. What's going on with the rear? Is it meant to take a recessed nut as well, or has that fork just shared a paint job with the frame at some point? It's pretty curious...
The little windows in the lugs suggest it's a reasonably nice frame, making the lack of braze-ons / 700c combo very odd... More pics plz!
