Presumably that's from his pre-race warm-up yesterday?
He's preparing his body for the 30 minute effort to come, so get the blood flowing, open up the airwaves, warm up the muscles, etc. The cotton wall will have something like Olbas oil on it, something to stimulate the respiratory system.

As Andy says. It’s helpful to also get the fast twitch muscles working even for a TT. The British Cycling standard 20 minute warm up includes these.

They've made Movistar look like tactical genius' now.
What a complete waste of effort. Meanwhile, the guy they were at the front of the race with is 3:20 clear of the peloton.

Does anyone else find this chat of gaining 20kg hard to believe…??
-

Nope, it's well documented. There was a good interview with him on The Cycling Podcast earlier this week. He thought he had to be light when he was an u23, and was down to 60 kgs but his body couldn't sustain it. He then started working with a nutritionist and put on 20 kgs, and, because his low weight had impacted his body so much, grew 6 cms.
Nice video from the team here:

Horrible news.
But well in Biniam - tough finish that.
What's the name for this kind of training? What are they trying to achieve here?
From the vid recording on Lanterne Rouge it looks as if he is going full tilt on a very low gear, and then there are the cotton balls up his nose.
