CRASHED! Steel frame replacement needed 56-58cm

Hi all,
My brother just crashed his Mercian on the way home today, when someone on a Lime Bike ran into him.
Fortunately he’s just got a few scratches and bruises, but as you can see from the photo, the frame has had it ☹️

He’s looking for a frame to swap all of the parts over.

56cm (or 58cm)
Downtube shifter bosses.
Quill stem

£150-200

Something nice like the Mercian would be great. But it doesn’t need to be fancy as he uses it for everything, weekends, commuting, etc.

If anyone has something please let me know.
He’s in East Ham and works central.

55 (I think, may be 55.5) Brian Rourke 653 here. Paintwork isn't great but has clearance for 700x30s at least and is a great looker. So so comfortable. Have the paperwork scans from Jason Rourke as well.

I think that’s too nice for what he’s after.
His budget is £150-200.
