Needs a drink and a snack to be a meal, otherwise no deal. If the PM and former Treasury Sec. thinks a sandwich is a full meal, then it makes sense that his policies impacting middle and working class compensation are, shall we say, more restrictive than those of someone who thinks a sandwich, a juice and crisps constitute a meal.
