Depends on what perimeters for the choice of tyres and the tolerances/clearance for the intended frame.
If we are talking about the Trek FX 3 conversation above.
Then the same perimeter for tyres and frame clearance still applies.
650b/584 vs. 700c/622 isn't that much thou, within limits it should fit.

Tyre choice for 26" is very limited. (Source: 5 x 26" wheel bikes at home)
Would 650B wheels not be the more common option for this?
