I have something that might work - it's actually an old (but quality) steel Claud Butler frame (58cm) built up as a commuter-ish bike with 1x8 transmission, decent tyres, chain, brakes etc. and should be perfect size. I'm in SE1/Waterloo - it's just been out on loan to a fellow forumonger but due back any time now. Looks pretty much like this:

It's now a bit grubbier and a touch more patina but totally sound.

Cheers, it might even be too nice, but I'll see what he thinks.

It's not THAT nice 😂 - but sure, lmk, will be listing it for sale next week, until then he's got 1st dibs.

Ha! It's nicer than the alternative he sent me to look at! He's just double checking how exposed the area he wants to lock it up is.

Can vouch for this bike and seller, just had it on load and totally mechanically sound and very easy to ride about on!

SOLD! Thanks @stevo_com - and @RickyT
Anyone South of the river (or Central) have a hybrid or light MTB suitable for a 6' tall person they would be willing to part with for cheap? My brother in law is looking for something to use for work commuting that he can keep outside. He is based near London Bridge, I am in Croydon.
