Political parties have finite resources and target them to ensure the best possible outcome. Given the results of previous elections, the demographics and changes to the constituency boundaries, they've probably looked at Tonbridge and thought that the LibDems are best placed to beat the Tories there, and decided not to waste resources in coming third.
Labour giving in because of the influence of the private schools in the area. A pity.
