How do I know for sure if a seat tube in er diameter is off spec? I have a metal Planet X frame and a 27.2 seatpost falls all the way down into the tube. When I tighten the seat collar it still seems to loosen as I ride and I’m not a large rider.

Have you tried a Vernier gauge across the seat post or are you going by what is stamped on it?

You'll need to stick a vernier across it and measure it properly. Measure the seatpost itself too to check it's not undersized. If you haven't got one I guess turn up at your LBS with a packet of Jaffa Cakes and ask them if they'll swap the ~~biccies~~ cakes for a couple of measurements.
