Small Utility Bike to put a child seat on the back of

Not sure if this is the right place to post this. My everyday bike got nicked last night. So I'm using it as an excuse to build / get something new.

I want a bike with a step through frame as i'm inflexible and can't get over a top tube with a child seat on the back, I'm incredibly infelxible! A low centre of gravity so perhaps smaller wheels. And my child is heavy! Something that looks good, but doesn't cost the earth. Something that when the child seat isn't on might be able to have a rack / crate on the back for carrying stuff.

Any suggestions would be really helpful.

There's a dad bike thread that should get you better response. The cargo bike thread will also suck you in too. Plenty of examples and advice on those thread.
