We've got a buddy rider. Works well as small dog transport. Folds mostly flat, could easily be used to get some shopping home.
Setup is more involved than just a bag but probably safer overall.
If you do go bag route then harness, lead and connect physically to bag. If dog exits then at least they won't be loose in traffic.

Only ever had 2 dogs as passengers on a bike,
both were lively,
but would chill immediately once on board.
They weren't puppies though.
This one is 11 kg,
inside a repurposed supermarket basket,
2 bungees to keep it stuck on the rack.
Lots of fast twisty descending,
and very slow uphills with this set up; never had anything to worry about.
Try things out at low speed,
in crash friendly surroundings.

Here's our 8-9 kg spaniel in a bog standard cheapo front basket with no additional support. Works fine, but she's been using it since she was a puppy. A setup like Midi's would be ideal for a slightly bigger dog.
We thought she'd outgrown and tried a rear basket. The problem there is you can't see what the dog's up to and they can't see where they're going, which makes it unhappy for both of you. Also that particular basket isn't high or square enough.
I wouldn't worry too much about them jumping out, at least once they've got used to it. Start them early!

How big is the dog?
Our Tibetan Spaniel (about 5kg) travels in an ILE Default with some boosters under him. Small dog with comparatively oversized bag gives him the option to hunker down if he wants to sleep or travel with paws on shoulder/wind in his ears.

Looking for suggestions for a front basket for Terrance. Hes only about 6-7kg
Looks like diy job may be best? Lot of the ones ive seen online look cheap/crap

Got a puppy. Likely to grow to round 10kg (Spaniel size). Wondering what people use to cycle their pups to work?
I'm currently thinking the chrome citizen bag might be a good bet. A tiny bit worried he'd jump out of a basket, although a rear pannier rack + plastic crate could also be an idea.
