Good spot - must have been resprayed by previous owner - pic of frame number below which matches the work order (the 7 is hidden under the cable)
(p.s. the copper colour here is anti-sieze compound on the BB threads - not rust!)

SOLD!
Selling a lovely Bob Jackson Messina from 1997 I built up about a year ago, complete with paperwork / receipt from Bob Jackson with all details. Paintwork in good condition. Rides beautifully as expected from a 531c frame. Has rack and mudguard mounts so would make a great winter trainer or audax mile munching machine. I'm 183cm (long legs) and had it set up as shown - I would say it is equivalent to a 56cm.
I ran it with mudguards with 25mm tyres (close clearance on the front), and without guards could easily take 28mm and probably 30mm+ (see pics).
Specs:
Frame and forks - Reynolds 531 Competition with 753 seat and chainstays - 55cm seat tube CTC (56cm CTT) - 57cm top tube CTC
Chainset - Campagnolo Centaur red (compact 50-34)
Brakes - Campagnolo non-series skeleton brakes (athena level I believe)
Groupset - Campagnolo veloce (10 speed) except KMC X10 chain, 11-28 SRAM / Shimano cassette (can't remember which!), with JTEK shiftmate to make it work with campag, 'silver braided' jagwire cables / outers
Wheels - VGC Mavic Aksium - probably a few hundred miles at most
Tyres - 25mm Vittoria Pave with the green stripe - rear lots of tread left, front a bit more worn but still life left
Saddle - Selle Italia SLR flow - small tear to right hand corner
Seatpost - Whyte 27.2 - deserves something nicer
Stem - Cannondale (prob only 90mm)
Handlebars - FSA compact with cinelli cork tape nearly new, plus bar fly garmin mount (with go-pro adapter)
Headset - Condor 1 inch aheadset
Pedals not included
Collection only from London SE13 (Hither Green) - one stop from London Bridge
£475
