    If her husband works, even at the average UK wage, they've got a combined income of 120k, and they don't live in London.

    I don't expect to see a significant change in the number of kids attending private schools next year as a result of this.

    No that's too complicated.

    Remove the VAT exemption. Simple, quick. Generates revenue. No painful revision of existing legislation that is too open to be worked around/avoided, or having damaging side effects.

    She says they both overpay on their pensions so I'm guessing he works. They could go to state school hubby could quit work and they'd be in exactly the same financial situation.
