For sure. He was always an asshole, but he didn't always have this level of unhinged vulnerability. People suggest a phobia of sharks coming to the surface in that speech.
For example, when Ali G tried to interview him in the 1990s I reckon he handled it quite well. Didn't let himself get riled up, didn't waste any time getting into arguments once he realised he was getting trolled.

My guess would be a perfectly age appropriate level of dementia? And the symptoms of the dementia are probably no better or worse than what you would expect from an overworked and sleep deprived person of his age.
EDIT: Actually, he's 77... I think my grampa's cognitive decline started showing about 10 years after that.
