Best for what kind of locking? What’s the value of the bike, where will you be locking it, do you need to carry the lock? And budget less than £150?
A Litelock X1 can be had on budget at £150 which is angle grinder resistant, which to be honest is the new minimum if you have a bike of any value on the street.

Onguard Brute is an excellent lock for the price, I've got the older model before they changed design and it's great.
They're not light and pretty chunky but they're probably the best security level to price ratio.

Friendly reminder to double check your lock. I somehow managed to only lock the seat tube on my Ti gravel bike outside a shop near Brixton. Could’ve easily been ridden away but Lady Luck was with me.
