It is. Sort of. That initial batch of data does include differences between adults and non adults who speak English.
More importantly, there is a separate measure on household proficiency. I have that too.
The highest % of houses where English (or Welsh) is not the main language AND where people describe themselves as not speaking English well, is only 9.9% and that is in Leicester.
The numbers for Oldham are only 3.9%
Just because people choose to not speak English, doesn't mean they are unable to speak English.

I'd bet that 95% of the people who watched the debate are engaged to some degree with politics and only watched to see "their guy" win. Nobody will have been swayed by anything

Thinking back to the clip, Farage references Naz Shah MP as sending out comms in a different language, as evidence in Oldham. Naz Shah is the MP for Bradford not Oldham. So the suggestion that his geographic knowledge is a bit sketchy stands up.
