    BUT OBVS THAT'S NOT BEING DONE.

  • It is. Sort of. That initial batch of data does include differences between adults and non adults who speak English.

    More importantly, there is a separate measure on household proficiency. I have that too.

    The highest % of houses where English (or Welsh) is not the main language AND where people describe themselves as not speaking English well, is only 9.9% and that is in Leicester.

    The numbers for Oldham are only 3.9%

    Just because people choose to not speak English, doesn't mean they are unable to speak English.
