It is. Sort of. That initial batch of data does include differences between adults and non adults who speak English.
More importantly, there is a separate measure on household proficiency. I have that too.
The highest % of houses where English (or Welsh) is not the main language AND where people describe themselves as not speaking English well, is only 9.9% and that is in Leicester.
The numbers for Oldham are only 3.9%
Just because people choose to not speak English, doesn't mean they are unable to speak English.
Of course the thing to really look at here is the age of those who don't use English as their primary language/don't speak English well.
