Thanks - I do have an electric sander and I was thinking about cleaning up that bottom edge as well. Hopefully I can do a decent enough job that it lasts to the next jubilee so I can make it up like @duncs mock-up
Depends how long you want it to last.
Personally I would take it down and put it on trestle tables. 2 reasons: 1. Flat surface will full access makes sanding, and painting to the edges easier. 2. The bottom looks a bit ragged, so if you're going to the effort of painting I'd inject and cover the bottom liberally with wood hardener.
If you don't have an electric sander get one. I bought the ebauer in from screwfix and am happy with it.
