There's a spectrum between removing enough paint to be sure you've uncovered all the rust, sanding off the rust, then priming and painting, and just throwing a splash of rust converter at it.
Looking at that rust trap of a gusset, I wouldn't be inclined to try too hard...

Ah, okay nice one. Yeah, it’s a bit of an odd design, in that there’s a bit of room between the two parts. So a splash of rust converter then a dab of touch up paint?

Hi! I've got hold of a Genesis Croix de Fer, I'm really with it but there's a little bit of (I think) surface rust as pictured. I guess my question is what is the best way to treat it? Will a bit of white touch up paint work in this case?
