Darktable is free and edits raw files.
I wouldn't get hung up on raw/jpeg personally.
There is so much AI editing available now you can turn anything into anything.

I've been using it for almost a year now. I love how powerful it is. (Sometimes too powerful!) I hadn't ever edited RAW photos before but had been shooting in that mode since 2017, so I have quite the backlog I want to revisit when the days get darker.
Bruce Williams has very thorough, no-nonsense tutorials on each of the modules.
