Assume you're running a large saddle bag on there and the seat or post are out... hence the question. Have the same bike, clamping something solid to the skinny stays could make me nervous.
'1. a zip tie style mount, that you could put something grippy under along with frame protection could work.
e.g.

You could get something svelter 3d printed to match the tube shape.
'2. a custom clamp based on tube diameter with something grippy under to avoid slipping down or needing to clamp real tight.

This was also a long way of saying I don't think anyone makes something ready to buy.. the 76 project clamp with a shim might be closest..
