I think this can also just be an issue with a linen suit, as things wrinkle and crease they ride up a little. Which can leave things looking short.
I think the jacket length is the biggest issue for me but it could just be the stance. In general finishing halfway between the bottom of collar and floor, this looks a little shorter than that

Suit too small in this photo IMO. Cuff sits too high above the shoe, sleeves/body of the jacket are too short and the shoulders don't look wide enough.
Yes - would go for a cuff over a hem all day.
I say this as someone who doesn't even own a suit anymore.
