I'm with samrensho, look at the problem with the fork, M6 kit and measuring tools in front of you. It might need as little as a file and a hand tap to get a basic Shimano hub in there, in which case WH-RS100-CL-F would save you the trouble of building a wheel. After spending £60 on the wheel, you should have some budget left to make new lock nuts, which is probably the most amount of customisation it will need.

Further baffled having looked at the Phil hubs and seeing they use m8 not m6 bolts.
