If she's only recently become scared it may be because an unneutered tom has been added to the mix and is scent-marking with his own extra strong pong. My last cat was v. stressed in a similar scenario. The problem was eventually solved by catching, neutering and rehoming the tom, who was feral. (This probably saved his life. He is now v. happy).

Do you mean other people's cats or feral cats near your house? Is there any scent marking/spraying going on?
