It's exactly this.
There are many products in this genre (dMEV). The Greenwood CV2GIP is genuinely almost-silent when in background ventilation mode; I've experienced it operating. It's a good idea to have continuous ventilation in a bathroom regardless, but it hugely helps to control mould.
The Greenwood often comes up on Ebay in new condition for very cheap.

Interesting, so it's a fan that runs continuously at low speed/noise and can ramp up to deal with heavy moisture, etc?
Feels like the kind of thing that could help with mould in the bathroom but how silent it is would be the big deal-breaker.
