It's exactly this.
There are many products in this genre (dMEV). The Greenwood CV2GIP is genuinely almost-silent when in background ventilation mode; I've experienced it operating. It's a good idea to have continuous ventilation in a bathroom regardless, but it hugely helps to control mould.
The Greenwood often comes up on Ebay in new condition for very cheap.
I would highly recommend a 'dMEV' continuously-running extractor with humidistat-triggered auto-boost.

It's the best bang for buck, runs almost silently, and boosts enough to deal with a shower.
