The counter argument is there are clearly no workers present so they can't be doing any work and it is just the utility company (presumably) being lazy about promptly reopening the road.
I assume they are waiting for the lower layers to cure before the tarmac squad arrive but that is too complicated for the masses.
Some drivers (it mainly seems to be Uber, Addison Lee and other private hire drivers) have seen fit to open the barriers and drive over road works on Albion Road. I closed the barriers and half an hour later people had reopened them and started doing it again. It is clearly sign posted as a closed road with a diversion multiple times before that point is reached. What is wrong with people?
