Another vote for Sheffield, though the hills are maybe slightly less appealing in a bike sense.
What about Newcastle-Upon-Tyne?

1+ for Sheffield too, very cheap housing, and great access to the north.

Just don’t tell people that when heading west to the Peak District, you’re in the midland.

When I were at Sheffield Polytechnic back in 88 it were the North (although technically South Yorkshire)
