Apparently the CX embossed at the back means it is build by Antonio Taverna of Padova (the one of the Vetta brand), and he was built using Cinelli lugs. He was building for another brands too.

That’s neither a Cinelli nor a Basso.
Basso has their own logo on their fork crown and lugs. This is so unusual for Basso that it might not be a Basso, just a set of decals applied to a frame.
There is a builder who used those lugs with Cinelli logos but I can’t remember who it was. The frames come up Ebay.
