I might be able to say if someone else names it
Deda, Selle Italia, Selle San Marco, Brooks, BLB, BTP? (Faux) leather with holes is everywhere.

IIRC it's not leather; fabric based material, not very stretchy so a bit of an effort to do a nice wrap, and a re-wrap would only look good if identically wrapped.
I think I put it on twice, other time it was red under the holes

Pretty sure I've actually applied this very tape, but fucked if I remember the brand...
