I don’t know why Surly doesn’t market the Midnight Special as a porteur, or, at least, have it as an alternative build option. IMO it’s much better suited to it and the market would be bigger (anyone riding in a city) than the low-trail/rando thing. Anyone wanting a gravel bike will probably want something a bit slacker, which is ultimately what I moved towards with the superb Arkose.
