they are already paying per mile to the Oil companies that supply petrol or diesel.

and substantially to the UK govt with 53ppl duty plus 20% VAT.

If the govt just unfroze the fuel duty escalator for a year or two, the pay per mile stuff would become even more irrelevant.

I thought the current Tory continuum had already frozen the Fuel Duty Escalator for several/many years?

Yes, they have.

Hence if it was unfrozen, it might help to rebalance towards more preferable forms of transport.
