Ah, it's outside a development site, obviously to accommodate vehicles delivering or picking up, not roadworks. That's really not a good arrangement. I don't know if there are clear guidelines covering this sort of thing, but with roadworks there are--you'd have to put temporary traffic lights in. I'll see if I can find anything.

Doesn’t look closed to me. Bloody dangerous since you can't tell if a car is coming from the other side the moment you've started down, and from the other side you can't see if there's anything in the lane when you're crossing the traffic light and rounding the bend.
How this has been tolerated for so long, without any crash so far, is beyond me. Thanks for the link - have submitted an enquiry.
