There are two different special procedures for international orders depending on whether it's above or below the threshold. Retailers are free to decide they can't be arsed with one, the other or both.
I thought below the threshold and you paid the VAT…above you don’t but I might be wrong and happy to be corrected.
Below the threshold an overseas retailer is meant to charge UK VAT and figure out how to get it to the exchequer, which is why many CBA.
