Can you just find any aluminum, Alfine-equipped commuter for ~1,200 then swap parts onto a Wolverine frameset?
Edit: scrap that idea unless you have better luck finding the reasonably priced alloy gear hub bikes that used to be plentiful. Seems more rare now?
Veloheld look great and there are options like patria fahrräder who would be very able to do steel, IGH, belt, etc.
