Have you got through it anywhere? BIN would prime it but it's very thin. I would probably prime and undercoat it if I couldn't sand it off.
It's handy to have a rotary sander for that kind of thing.
You can see some of the patches where the white has remained which is where it wasn’t present or was sanded through.
